Establishment

  • The DSOM&I was established in 1967, as an Institute of Headquarters Dehradun Sub Area. It is not a proprietary Institute of the Defence Services Officer's Welfare Fund and does not receive any financial support from any other organisation, institute or fund.
  • At the inception stage, the DSOM&I was partly financed from subscriptions from members and the major financial support to make the Institute viable was provided by Headquarters Dehradun Sub Area (now Uttarakhand Sub Area).

Objective

The DSOM&I, hereinafter referred to as the Institute, is established and run by Headquarters Uttarakhand Sub Area as a welfare measure to provide social, sports/games and recreational facilities to the officers of the Defence Services, primarily serving and also retired and their families, posted or settled at Dehradun and functions as a combined Officers Mess & Institute.

Vision : Managing Committee

To transform the Defence Services Officers’ Mess & Institute Dehradun, into a vibrant and ‘happening’ institute for serving officers, veterans and their families with high standards of services, state of art infrastructure and amenities to include recreational and sporting facilities and to organize event and activities in accordance with the ethos and culture of the services.

Administrative Control

  • The management of the Institute shall be vested with the Managing Committee. It shall be administered in accordance with these rules. The internal affairs of the Institute and the conduct of its members shall be regulated in accordance with these rules and any additional rules promulgated from time to time.
  • The Managing Committee may vary or revoke these rules or incorporate additional rules, which shall be binding on the members. Any rule shall come into force only after approval by a minimum of two third of the members of the Managing Committee. The Patron shall, however enjoy the powers of veto in every aspect of the Institute, irrespective of its nature or source.

Management of the Institute

  • General Body- - The General Body shall comprise of all members, less casual members.They have right to attend General Body Meeting & right to vote. A General Body Meeting shall be convened every year preferably coinciding with the end of financial year.
  • Executive Committee- The Executive Committee will be composed of:-
  • a Patron GOC, Uttarakhand Sub Area.
    b President Deputy GOC, Uttarakhand Sub Area.
    c VicePresident (Policy) Nominated by the President amongst the Members of Management Committee.
    d Vice President (Operation) Nominated by the President/Commanding Officer of the unit running the Institute.
    e Secretary Selected by the Executive Committee.
  • Responsibilities- The Executive Committee shall be fully responsible for the complete functioning of the Institute within the parameters laid down in these rules by the Management Committee or by the Patron. While each member of the Committee shall have his own exclusive duties, it shall be the collective responsibility of the Committee to ensure that the Institute is managed effectively and efficiently in order to provide optimum service to all members. The Executive Committee shall lay down the guidelines for the Management Committee.

    9. Three retired officers (one each from three services) and one lady members/ (including spouse of a member duly approved by the Patron, with following condition:-
      1. Membership will be applicable for a period of 01 year (01 Apr of a year to 31 Mar of following year), extendable for a period of upto a maximum of 02 years.
      2. A Veteran Member/ Lady Member, who has been part of the Management Committee will be eligible to volunteer for a second tenure (after one tenure of maximum 02 years) after a cooling off period of 05 years.
      3. In case a Veteran Member/Lady Member opts to withdraw from the Management Committee, during the course of her/his tenure, names of fresh volunteers will be sought.

    10. Secretary

Responsibilities

  • The Management of the Institute rests with the Management Committee. The President of the Committee shall preside the Management Committee Meeting. The Committee shall ensure that the functioning of the Institute incl handling of finances are in accordance with the laid down rules and that no deviation from these is permitted.
  • The Management Committee shall meet once in six months. Special meeting may be held at the discretion of the Patron in case necessitated. At any meeting, 50% of the members shall form the minimum quorum. Each member shall have one vote and in the event of equality of votes, the President shall have a second casting vote in addition to his own vote.
  • Duties- The Management Committee shall have the following duties:-
    1. Make/amend/delete rules.
    2. Appoint/dismiss any employee of the Institute.
    3. Approve major purchases.
    4. Cancel membership of individuals for infraction of rules or for other reasons stated in the rule book.
    5. Discuss all agenda points and take necessary decision on them.
    6. Increase/Decrease in subscription rates and other charges.

Disciplinary Committee

  • A Disciplinary Committee comprising the following members shall be established :-

    6. Secretary, DSOM&I.
    7. One Veteran Rep Member of same service Army/Navy/AF of member against whom action is contemplated/ lady Member, if action contemplated against a lady Member/Lady Spouse of Member.
  • All complaints shall be placed before the Committee, which after detailed examination shall recommend necessary action for the approval/decision of the Patron
  • The Disciplinary Committee shall be empowered to penalise an erring member, as per nature & gravity of the offence, as under :-
    1. Minor Offence :Verbal/Written warning or Suspension of maximum six months,as per gravity of the offence.
    2. Major Offence :Suspension of membership for a period of seven to twelve months or Termination of membership.
