Membership

All serving Officers of the Indian Army, Navy & Air Force posted in Dehradun shall be members of the DSOM&I. Retired officers of all the three services may also be admitted, at the discretion of the Executive Committee. All officers who desire to be members, must be sponsored by at least two officers who are already members and who will sign as witnesses in the application form vouching for the character, integrity and the financial eligibility of the applicant.

  • Members- Members of the Institute shall consist of the serving officers of the Army, Navy & Air Force. Retired officers of all the three services may be also admitted at the discretion of the Executive Committee
  • Categories of Membership- Membership shall comprise of the following categories:-
    1. Regular members.
    2. Temporary members.
    3. Life members.

Rule-5 : Regular Membership

  • Regular Membership (R-Membership No)
  • The following categories of personnel are eligible to become regular members:-

    1. Serving OfficerIt is obligatory for all serving Army officers, including MNS Officers, posted at Dehradun Cantt& under jurisdiction of the Station Headquarter Cell,to be the regular members of the DSOM&I through their respective Officers' Messes.
    2. All serving Navy and Air Force officers on active list & posted at Dehradun are also eligible to become members, through their respective Officers’ Messes under this category.

    Rule-6 : Temporary Membership & Casual Membership

  • Temporary Membership- Following categories of personnel are eligible under this category :-
    1. Retired Officers (Pensioner) (T-.P- Membership No)- Membership under this category is open to retired officers of the Army/Navy/AF who have completed 20 years pensionable service and are in possession of a PPO.
    2. Retired Officers (Non-Pensioners) (T-NP Membership No)- All Officers of DefenceServices (Army/Navy/AF only) like Short Service/Emergency Commissioned/Released on Compassionate or medical grounds/invalidated out of service due to disability are eligible to become members provided their release/ discharge has not been on disciplinary grounds, however, they should be sponsored by two serving Officers who are a members of DSOM&I.
    3. Widow/ Widower of Officer [T (W) Membership No]- New Temporary membership to widower of an officer may be granted. All terms & conditions shall apply as per her/ his late spouse’s status.
    4. Outstation Serving Officers (Resident) [T (OSR) Membership No]- Temporary membership may be granted to resident, out station serving Officers.
    5. Outstation Serving Officers (Non - Resuident [T (OSNR) Membership No])Temporary membership may be granted to non-resident, outstation serving Officers.
    6. Serving Officers [T(SO) Membership No]- Officers posted in units located at Clement Town and Raipur/IMA/ RIMC/ NCC Directorate UK/ NCC Group Headquarter/NCC Units located in Dehradun and Sattelite Towns/ On Deputation with UK State Government. [Membership No T ()] are permitted to become Temporary Members. Their membership shall continue on being posted out/ on their retirement, in case they so desire.
    7. Officers on Study Leave [T (SL)Membership No]- They are permitted to become Temporary Members. Membership of such Officers will be valid for a maximum period of 2 years/duration of study leave, whichever is longer.
    8. Officer's Family staying in Field Area Family Accommodation [T (FA) Membership No]. They are permitted to become Temporary members. This will also be applicable to Officers and their families staying in accommodation under their own arrangements. Membership of such Officers will be valid for a maximum period of 2 years/ duration of stay in FAF accommodation, whicheveris longer.

  • Casual Membership Service officers visiting Dehradun station and wishing to utilise the facilities of the DSOM&I, may be granted casual membership upto seven days at a time, with the following terms and conditions :-
    1. Applicant must be a serving DefenceOfficer (Army/ Navy/ Air Force).
    2. Casual members will make all payments by Casual Card.
    3. Casual members will not be permitted to draw/ borrow books from the library.
    4. For special occasions/ functions the charges will be paid as applicable.
    5. They shall not have voting rights or the right to attend General Body meeting.
  • Rule-7 : Life Membership, Honorary Membership & Senior Citizen Status Membership

    Life Membership (L-Membership No)

    1. Any regular member may opt to become a Life Member by paying a onetime subscription equivalent to five years, subject to the member having held continuous membership of the DSOM&I for a minimum period of 10 years
    2. The monthly subscription of the Institute is completely waived off on becoming a life member.
    3. Total number of Life members will be restricted to a maximum of 10% of total number of Members or 200 whichever is less.

    Honorary Membership.

    1. Patron either continues as Regular Member, through Sub Area Officers’ Mess, during his tenure, as per provision contained in Para 26 (a) of Rule 5 : Eligibility for Membership or he takes Life Membership, during his tenure as per provision contained in Para 28 (b) of Rule 7 : Life Membership and Senior Citizen Status of DSOM & I Rule Book.
    2. Patrons will be gtd Honorary Membership on relinquishing of Command, with following conditions :-
      1. No Monthly Subscription will be applicable to be paid.
      2. Honorary Membership will be life long for Officer and Spouse.
      3. Will not be eligible to either attend or vote during a GBM.

    Senior Citizen Status Member

    1. Any member of the Institute on attaining the age of 75 years, who has been a Member of the Institute for a minimum period of 20 years, is granted the status of Senior Citizen Member.
    2. Further, any Member who has attained the age of 75 years, but does not meet the mandatory requirement of having membership of the DSOM&I for a minimum period of 20 years, may be granted the status of Senior Citizen, if he/she pays the subscription amount corresponding to the period by which his/ her membership falls short of 20 years.(Auth :Min Sheet No DSO/1 dated 21 Jan 2022)
    3. The monthly subscription of the DSOM&I is completely waived off in such cases.
    4. Senior Citizen Status will not be granted automatically, nor with retrospective effect. Members eligible for this are requested to send an application for grant of this status.(Auth :Min Sheet No DSOI/06 dated 16 Apr 2020)

    Procedure for Applying Membership

    Officers eligible for membership shall complete the prescribed application form and submit the same, along with necessary documents and deposit money to the Secretary. These applications shall be processed for approval by the President.

    A separate written application will be required for membership of card room. The total membership of card room shall not exceed 30. Other applications shall be put on waiting list and will be given the card room membership as and when vacancy arises. Card members on waiting list may play in card room, if seats are vacant, however, priority will be given to regular members as and when they arrive.

    On approval, the applicant shall be issued suitable membership card, which shall always be brought while visiting the Institute.

    The above provisions do not apply to serving officers and MNS Officers, who shall be automatic members through their respective Officers' Messes. Membership cards shall be issued to serving officers on intimation from the unit concerned.

    Requirement of Document and Fee for Grant of DSOM&I Membership

    1. Residential Proof (Permanent Resident of Dehradun) - Electricity Bill/ Aadhar Card/ Passport (Photocopy).
    2. Photocopies of the following (in case of Veteran) -
      1. PPO
      2. Retired officers Identity Card.
      3. Ex-serviceman Card Issued by DSS & A Board.
    3. Photographs (Passport Size)
      1. Self (for serving officers in uniform) - 3 copies
      2. Dependents (Wife, Unmarried Daughter and son upto 25 yrs of age) - 2 copies each
      3. Ex-serviceman Card Issued by DSS & A Board.
    4. Letter from parent unit (in case of serving officers except those retaining FAF Accn).
    5. Letter from Stn HQ Cell Dehradun (in case of officers retaining FAF Accn).
    6. Institute Fee & Security Deposit.

    Membership Cards

    It is mandatory for all members and their dependents to carry their membership cards while visiting the Institute and to produce them on request by any member of the Executive Committee or staff, as nominated by them. Members and dependents without their membership card will be refused entry into the Institute premises

    In case of loss of membership Card an application with a copy of FIR will be submitted by the member for issue of Duplicate Card. A penalty of Rs 200/- shall be borne by the member for loss of each card, in addition to Rs 150/- towards the cost of the card.

    Termination of Membership

    A serving officer will cease to be a member on his being posted out of Dehradun or when his unit moves out of station permanently.

    A member's membership shall be terminated (Less Serving Officers) in any of the following cases :-

    1. By voluntary resignation from a future date by a letter, addressed to the Secretary/ Management Committee.
    2. On his being adjudicated insolvent.
    3. On his being dismissed from the service/public service.
    4. On his being found guilty by a competent tribunal of a criminal offence involving moral turpitude or of other gross misconduct.
    5. If he does not pay his bills for a period of three months consecutively
    6. By Expulsion By vote of not less than two third of the strength of the Executive Committee.
    7. If in the opinion of the President of the Institute, the action or behavior of the member is prejudicial to the harmony, welfare and smooth functioning of the Institute.
    8. May be terminated at the pleasure of the Patron.
    9. Refundable security deposits will be disbursed as under :
      1. In case of termination of membership by Management, the refundable security deposit amount will be forfeited/not be refunded to affected member.
      2. In case a membership of a member is suspended for a particular period, the monthly subscription will be required to be paid by the affected members for the duration of period for which his/her membership stands suspended.

    Payment of Bills

    1. Members subscription will be paid by members in two equal installments (Rs 3600/- each installment) before 25 Mar and 25 Sep, every year
    2. Members will ensure that they have sufficient balance in their respective DSOM&I Account so that it does not reflect in debit when the two installment are deducted on 26 Mar and 25 Sep, every year.
    3. Penalty @ Rs 25/- , per day, will be levied for the late deposition of two installments of subscriptions.
    4. Monthly Subscription :Serving officess
      1. Monthly subscription in respect of Serving Officers, who are members of the Institute through their respective Officer's Messes will be paid through their respective Officer's Mess.
      2. Serving Offficers, who are Members through their respective Officer's Messes, will be responsible to keep their DSOM&I Account sufficiently topped up for use in Cafe, Bar and Restaurant
      3. Unit Officers Messes will be responsible to ensure timely payment of monthly subscription in respect of all Officers posted on the strength of the unit.
    5. In due course of the financial Year for which the Half Yearly Subscription Management has been paid if undermentioned situations arise then Subscription will be refunded as under
      1. On Termination of Membership by Management. Advance subscription colleced,along with Refundable security Deposit, will not be refunded.
      2. In Case of Death Advance Subscription for the bal months will be refunded, along with other dues or in case the Spouse wants to aaply for Membership, as a widow/widower then balance amount will be adjusted against her/his advance annual subscription.
      3. In case of Withdrawl of Membeship by Member Advance subscription for the balance months will be refunded alongwith other dues.
      4. In case of applying for Fresh Membership Advance subscription for the balance months will be collected alongwith the application.

    Penalty clause

    1. Re-Entry Fee If any member defaults and his membership has been terminated under Rule 12 Para 37 (e), he can be admitted again on payment of twice the amount of normal entry fee as re-entry fee in addition to normal security deposit This facility can be availed by a member once only
    2. Late Fee Amin of Rs 50/- will be charged as late fee, if bills is not paid by 20th of the succeeding month till end of the month. Thereafter penalty of Rs 10/- per day will be charged.
