Membership

  • Members- Members of the Institute shall consist of the serving officers of the Army, Navy & Air Force. Retired officers of all the three services may be also admitted at the discretion of the Executive Committee
  • Categories of Membership- Membership shall comprise of the following categories:-
    1. Regular members.
    2. Temporary members.
    3. Absentee members.
    4. Casual members.
    5. Life members.
    6. Honorary members.
  • Associates- In addition to the above, Associates may be permitted in the Institute after specific sanction of the Patron

Regular Membership

  • Regular Membership- (R-Membership No)
  • The following categories of personnel are epgible to become regular members:-

    1. It is obligatory for all serving Army officers including MNS Officers posted at Dehradun Cantt & under jurisdiction of Station Headquarter Cell to be the regular members of the Institute through their respective Officers Messes. Members under this category shall have the right to vote, move resolutions and attend General Body Meeting.
    2. All serving Navy and Air Force officers on active list & posted at Dehradun or satellite Stations of Dehradun area are also eligible to become members through their respective officers messes under this category, however they do not have any voting rights or the right to attend General Body Meeting.
    3. Retired officers who are member under this category shall continue with the existing status. Total membership under this category will be restricted as decided by the Patron from time to time. Presently this is restricted to 200 retired officers .
    4. Membership under this category can also be granted at the discretion of the Patron.

    Temporary Membership

  • Temporary Membership- Following categories of personnel are eligible under this category :-
    1. Retired Officers (Pensioner) (T-.P- Membership No)- Membership under this category is open to retired officers of the Army/Navy/AF who have completed 20 years pensionable service ie are in possession of PPO and are permanent resident of Dehradun. In case they are not permanent resident of Dehradun, they may be granted temporary membership provided they are employed at Dehradun. This membership shall be renewed on yearly basis. If not renewed within three months of expiry or officer moved out of Dehradun, the membership shall stand terminated.
    2. Retired Officers (Non Pensioners) (T-NP Membership No)- All Officers of Defence Services (Army/Navy/AF only) like Short Service / Emergency Commissioned/Released on Compassionate or medical grounds/invalided out of service due to disability are eligible to become members provided their release/retirement has not been on disciplinary grounds however they must be permanent resident of Dehradun
    3. Widow of Officer- New Temporary membership to widow of an officer may be granted provided she is permanent resident of Dehradun. All terms & conditions shall apply as per her husband's status ie pensioner/Non pensioner. In case of demise of a member, the widow may be granted temporary membership at the old rates which were in vogue at the time of her husband's registration.
    4. Class One Civilian Officers- Those paid out of Defence Estimates and posted at Dehradun. Their membership shall be terminated on being posted out/retirement/relinquishing the appointment
    5. Outstation Serving Officers- They are eligible to become Temporary Members of DSOM&I provided they are permanent residents of Dehradun. Temporary membership of DSOM&I can also be granted to non-resident outstation serving officers for one year at a time by paying yearly subscription in advance and an enhanced security deposit of 10,000/- instead of 5000/- (Ammended vide MCM dt 16 Sep 2015)
    6. Officers on Study Leave & Officer's Family Staying in FAF- They are permitted to become Temporary Members. Membership to such Officer is valid for a maximum period of 2 years/duration of study leave/Stay in FAF whichever is more.
    7. Class I Officer's of GREF/BRTF/DGBR/COAST GUARD- They are also eligible to become Temporary Members but membership under this category should not exceed 2 % of Regular Members strength. Officers under this category should be serving and posted at Dehradun or permanent resident of Dehradun. (Ammended vide MCM dt 16 Sep 2015)
    8. Temporary Members under this Rule shall not have voting rights or the right to attend General Body Meeting
  • Membership under the above categories can also granted at the discretion of the Patron.
  • Absentee Membership

  • Absentee Membership- This is only applicable for the members posted/settled in the station and who have to proceed out ofstation for duration more than 15 days(in a month),they may becomeAbsentee Members on their own request for the duration of absence. Such members will have to submit a written application mentioning the reason and the duration of absence. This application should reachSecretary by 25th of the month, prior to their moving out of station. These members shall pay only 75% of the subscription. Such member & their dependents cannot use facilities of the institute during the absence period. The maximum period of absentee membership will not exceed three months in a calender year. Absentee member under this rule shall have no voting rights or the right to attend General Body Meeting.
  • Casual Membership

  • Service officers visiting Dehradun station and wishing to make use of the facilities in DSOM&I may be given casual membership upto seven days at a time under following terms and conditions:-
    1. Must be a serving Defence officer
    2. Subscription for such members will be equal to 50% of the monthly subscription of a regular member, which is payable in advance.
    3. Casual members are not permitted to sign credit chits and they will make all payments by cash/temporary smart card.
    4. Entertainment of personal guests by casual members is not permitted.
    5. Casual members will not be permitted to withdraw books from library.
    6. Casual members will not be permitted to use the card room.
    7. This membership is not valid for special occasions/functions being held at DSOM&I.
    8. Members under this rule shall not have any voting rights or the right to attend General Body meeting.
    9. Membership under this category can also be granted at the discretion of Patron.

    Life Membership

  • Life Membership (L-Membership No)
    1. Any regular member may opt to become a Life Member by paying a one time charge of Rs 36,000/- subject to a member having been a continuous member of the Institute for a minimum period of 10 yrs.
    2. The members of the Executive Committee, during the period of their tenure may apply for becoming Life Members by paying one time charge of Rs 10,000/-.
    3. Members under this category shall have the rights to vote move resolutions and attend General Body Meeting
    4. Membership under this category can also be granted at the discretion of the Patron

    Honorary Membership

  • Honorary Membership (H-Membership No) Honorary membership of the Institute may be extended to the under mentioned eminent service officers and civil dignitaries in the station with a view to associating other Formation and Establishments with the activities of the Institute. These members shall not be charged subscription fee and their membership is valid only for their tenure in stn:-
    1. Commandant, Indian Military Academy.
    2. General Officer Commanding local formation.
    3. Ex Commanders & General Officer of HQ UK Sub Area
    4. Governor and Chief Minister of Uttarakhand.
    5. Chief Secretary, Dehradun.
    6. DGP, Uttarakhand.
    7. Principal Chief Conservator of Forests (PCCF).
    8. Headmaster, The Doon School.
    9. CMD, ONGC, Dehradun.
    10. Director General, FRI, Dehradun.
    11. To any Serving/retired officer as deemed fit by the President/Patron.
  • Membership under this category can also be granted at the diseretion of the Patron.
  • Members under this category shall not have voting rights or the right to attend General Body Meeting.
  • Associates

  • Associates(A-Number)
    1. Class I officers and officers of equivalent status from public sector undertakings who can be of assistance to the Headquarters Uttarakhand Sub Area may be accepted as Associates on the recommendations of the Executive Committee, if approved by the Patron. An Associate will pay Entry Fee, Security Deposit & a monthly subscription minimum four times of normal membership rates. The total number of the Associates shall never exceed 2% of the Regular Member's strength. These members shall not have any voting rights or the right to attend General Body Meeting and they shall retain membership as long as they hold office and are posted in Dehradun or if residing permanently in Dehradun post retirement.

    3. Membership under this category can also be granted at the diserction of the Patron.

    Senior Citizen Status

  • Any member of the Institute on attaining the age of 75 years and has been a Member of the Institute for a minimum period of 20 years is granted the status of Senior Citizen. Further, any other Member who has attained the age of 75 years, but does not meet the mandatory requirement of having membership of the Institute for a minimum period of 20 years will be granted the status of Senior Citizen if he/she pays the subscription amount corresponding to the period by which it falls short of 20 years. The monthly subscription of the Institute is completely waived off in such cases. Senior Citizen Status is not be granted automatically nor on retrospective effect. Members eligible for this are requested to sendt a application to grant this status.

  • Procedure for Applying Membership

    Officers eligible for membership shall complete the prescribed application form and submit the same, along with necessary documents and deposit money to the Secretary. These applications shall be processed for approval by the President.

    A separate written application will be required for membership of card room. The total membership of card room shall not exceed 30. Other applications shall be put on waiting list and will be given the card room membership as and when vacancy arises. Card members on waiting list may play in card room, if seats are vacant, however, priority will be given to regular members as and when they arrive.

    On approval, the applicant shall be issued suitable membership card, which shall always be brought while visiting the Institute.

    The above provisions do not apply to serving officers and MNS Officers, who shall be automatic members through their respective Officers' Messes. Membership cards shall be issued to serving officers on intimation from the unit concerned.

    Requirement of Document and Fee for Grant of DSOM&I Membership

    1. Residential Proof (Permanent Resident of Dehradun) - Electricity Bill/ Aadhar Card/ Passport (Photocopy).
    2. Photocopies of the following (in case of Veteran) -
      1. PPO
      2. Retired officers Identity Card.
      3. Ex-serviceman Card Issued by DSS & A Board.
    3. Photographs (Passport Size)
      1. Self (for serving officers in uniform) - 3 copies
      2. Dependents (Wife, Unmarried Daughter and son upto 25 yrs of age) - 2 copies each
      3. Ex-serviceman Card Issued by DSS & A Board.
    4. Letter from parent unit (in case of serving officers except those retaining FAF Accn).
    5. Letter from Stn HQ Cell Dehradun (in case of officers retaining FAF Accn).
    6. Institute Fee & Security Deposit.

    Membership Cards

    It is mandatory for all members and their dependents to carry their membership cards while visiting the Institute and to produce them on request by any member of the Executive Committee or staff, as nominated by them. Members and dependents without their membership card will be refused entry into the Institute premises

    In case of loss of membership Card an application with a copy of FIR will be submitted by the member for issue of Duplicate Card. A penalty of Rs 200/- shall be borne by the member for loss of each card, in addition to Rs 150/- towards the cost of the card.

    Termination of Membership

    A serving officer will cease to be a member on his being posted out of Dehradun or when his unit moves out of station permanently.

    A member's membership shall be terminated (Less Serving Officers) in any of the following cases :-

    1. By voluntary resignation from a future date by a letter, addressed to the Secretary/ Management Committee.
    2. On his being adjudicated insolvent.
    3. On his being dismissed from the service/public service.
    4. On his being found guilty by a competent tribunal of a criminal offence involving moral turpitude or of other gross misconduct.
    5. If he does not pay his bills for a period of three months consecutively
    6. By Expulsion By vote of not less than two third of the strength of the Executive Committee.
    7. If in the opinion of the President of the Institute, the action or behavior of the member is prejudicial to the harmony, welfare and smooth functioning of the Institute.
    8. May be terminated at the pleasure of the Patron.
    9. Refundable security deposits will be disbursed as under :
      1. In case of termination of membership by Management, the refundable security deposit amount will be forfeited/not be refunded to affected member.
      2. In case a membership of a member is suspended for a particular period, the monthly subscription will be required to be paid by the affected members for the duration of period for which his/her membership stands suspended.

    Payment of Bills

    1. Members subscription will be paid by members in two equal installments (Rs 3600/- each installment) before 25 Mar and 25 Sep, every year
    2. Members will ensure that they have sufficient balance in their respective DSOM&I Account so that it does not reflect in debit when the two installment are deducted on 26 Mar and 25 Sep, every year.
    3. Penalty @ Rs 25/- , per day, will be levied for the late deposition of two installments of subscriptions.
    4. Monthly Subscription :Serving officess
      1. Monthly subscription in respect of Serving Officers, who are members of the Institute through their respective Officer's Messes will be paid through their respective Officer's Mess.
      2. Serving Offficers, who are Members through their respective Officer's Messes, will be responsible to keep their DSOM&I Account sufficiently topped up for use in Cafe, Bar and Restaurant
      3. Unit Officers Messes will be responsible to ensure timely payment of monthly subscription in respect of all Officers posted on the strength of the unit.
    5. In due course of the financial Year for which the Half Yearly Subscription Management has been paid if undermentioned situations arise then Subscription will be refunded as under
      1. On Termination of Membership by Management. Advance subscription colleced,along with Refundable security Deposit, will not be refunded.
      2. In Case of Death Advance Subscription for the bal months will be refunded, along with other dues or in case the Spouse wants to aaply for Membership, as a widow/widower then balance amount will be adjusted against her/his advance annual subscription.
      3. In case of Withdrawl of Membeship by Member Advance subscription for the balance months will be refunded alongwith other dues.
      4. In case of applying for Fresh Membership Advance subscription for the balance months will be collected alongwith the application.

    Penalty clause

    1. Re-Entry Fee If any member defaults and his membership has been terminated under Rule 12 Para 37 (e), he can be admitted again on payment of twice the amount of normal entry fee as re-entry fee in addition to normal security deposit This facility can be availed by a member once only
    2. Late Fee Amin of Rs 50/- will be charged as late fee, if bills is not paid by 20th of the succeeding month till end of the month. Thereafter penalty of Rs 10/- per day will be charged.
